That job shouldn't even exist. Everyone laying gas or utility lines underground should be responsible for keeping the area clean and cut. All maps should be 100% accurate. Anyone that didn't follow that procedure deserves to be executed.  

More reason to make all utilities State (Federal) owned and have a specific set of rules to follow or else.
